In Windows 98 (unlike Windows 95) when you install new programs they will appear on the bottom of Start Menu Programs folder. In order to sort shortcuts in Windows 98 Start Menu you should open Start Menu, open Programs, right click on any item in Programs menu and select Sort by Name option.
