Access 2000 provides a feature that customizes your menus on the fly, according to your own usage patterns. If you would rather have complete menus all the time, you can turn off this feature. To do that, choose Customize from the Tools menu and click the Options tab. After that, simply deselect the Menus Show Recently Used Commands First check box and click OK. From now on Access will display full menus.

Attention: Changing this setting in one application will affect all your Office applications.
